Subject:- Biden – Harris administration should realize that proposed bill for mini-SAARC will be crucial for the victory of ‘liberal Western democracy’ against ‘authoritarian Chinese democracy’ during on-going Cold War – II

A group of over 30 American lawmakers led by Congresswoman Ilhan Omar has introduced a bill in the House of Representatives against growing incidents of Islamophobia worldwide and this ‘Combating International Islamophobia Act’ is endorsed by 30 national organizations as mentioned at (

The two primary aims of the ‘Combating International Islamophobia Act’ are: (i) Establishing an Office to Monitor and Combat Islamophobia at the State Department headed by a Special Envoy for Monitoring and Combating Islamophobia and (ii)- Amending the Foreign Assistance Act and International Religious Freedom Act to require annual reporting on Islamophobia in each foreign country and the steps taken by that country to combat it through educational programing and public awareness initiatives.

Only because the proponents of the bill have put India in the category of China and Myanmar for alleged atrocities against Muslims, India should not give a response merely reactively rather on the contrary Asian Indian Americans should utilize this opportunity to work for introducing a ‘similar and improved’ Bill in the US congress for protecting the human rights of the hundreds of millions of Hindus / Sikhs / Muslims whose human rights are being violated in the mini-SAARC region of India, Pakistan, Bangladesh and Afghanistan by communal forces, as explained below:-

(1)- The proposed bill should not be merely similar but improved one in the sense that (A)- It should have provisions for the use of combined armed forces of mini-SAARC countries (under the overall command of US military) for enforcing human rights (violated by communal elements) in erring countries and (B)- It should be for protecting such human rights not only of Muslims but of Hindus and Sikhs also.

(2)- As far as in India the human rights of Muslims can be restored if the USA (under proposed act) ensures following through petition in courts or otherwise for given below:-

(i)- The USA should know that the destruction of rule-of-law by the Supreme Court of India (SCI) in the Babri-masjid case is mainly responsible for the communal harassment of Indian Muslims. Hence the USA should ensure a petition in the SCI under article 142 of the Constitution for complete justice for (before any final judgement) the restoration of legally expected status-quo-ante of Babri-masjid (which was demolished in 1992 in presence of the observer of SCI itself) by mentioning in this petition that otherwise it will be criminal contempt of court by the SCI itself for lowering the authority of the court under section 2 (c ) (i) read with section 16 of the ‘Contempt of Court Act’.

(ii)- USA should ensure repeal of discriminatory legislations in favor of Hindus only, like cow-protection, reservation not to Muslims but in the name of backwards to even those castes of Hindu order which recently ruled in India.

(iii)- Hundreds of thousands of Kashmiri Pandits (Hindus) have been forced out by militant Jihadis of J&K (with the support of Pakistan) hence the USA should ensure their rehabilitation back in Kashmir valley by (A)- Ensuring the plebiscite in united J&K (by getting united J&K free from outsiders) as mandated by 1947 ‘Instrument of Accession’ (IoA) of J&K to India, in addition to as per 1948 UN resolution and (B)- By ensuring the Plebiscite in Balochistan (by getting Balochistan free from outsider, who’s IoA was taken in 1948 by Pakistan under military pressure despite contrary resolution by Parliament / Jirga of Balochistan) also because India will agree to plebiscite in J&K only when rightly it is done simultaneously in Balochistan too.

(3)- Regarding Muslim countries of Pakistan, Bangladesh and Afghanistan :-

(i)- As per the Citizenship (Amendment) Act, 2019 (CAA) the Buddhists, Christians, Hindus, Jains, Parsis, and Sikhs who had migrated not only from Bangladesh, or Pakistan but also from Afghanistan to India prior to 2014 are no longer considered illegal immigrants and can more readily achieve citizenship. Therefore communalism needs to be eliminated from the entire mini-SAARC region (including Afghanistan).

(ii)- The USA should know that the minister of the Imran Government has conceded publicly that the Islamic forces (TLP, TTP etc) have become so powerful that it is becoming difficult for the security forces of Pakistan to keep them at their proper place hence agreements by the government with them under duress. Therefore, the USA should certainly concentrate on Islamophobia (as envisaged in the said bill by Ilhan Omar) but at the same time should also keep in mind the grave threat the militant Jihadis are posing in a nuclear country of Pakistan which has a potential of devastating the entire region.

(iii)- Bangladesh constitution says that it is secular but the mention at its start of – [BISMILLAH-AR-RAHMAN-AR-RAHIM (In the name of Allah, the Beneficient, the Merciful) / In the name of the Creator, the Merciful.] – is enough to arouse communal poison as was witnessed during anti-Hindu violence since October 14 as https://www.firstpost.com/world/us-condemns-reports-of-attacks-on-minority-hindu-community-in-bangladesh-10066561.html in Bangladesh where 3600 attacks have taken place on Hindus since 2013 as https://www.hindustantimes.com/world-news/bangladesh-over-3-600-attacks-on-hindus-since-2013-rights-groups-concerned-101634868827734.html . Moreover about 20 % Hindus / Sikhs were expelled from each of Pakistan and Bangladesh but Muslims have remained the same rather has increased a little to about 15 % in India. Hence this factor and forcibly displaced people during partition is the main cause of communalism in India, Bangladesh and Pakistan. Therefore the USA should ensure ‘dual-citizenship’ for about 160 million Hindus, Sikhs and Muslims to forcibly displaced and their descendants (as there was no provision of population transfer in ‘Indian Independence Act 1947’). This will immensely help in eliminating communal poison from mini-SAARC (of India, Bangladesh, Pakistan and Afghanistan which does not accept Durand Line) especially from Muslim countries when the USA will ensure (under military pressue) that the Hindus & Sikhs with dual citizenship can be in these Muslim countries safely.

(4)- Like in the Muslim countries of mini-SAARC, the USA should ensure right to freedom of religion in India too where conversion should not be obstructed by various absurd laws. This one step will be crucial in eliminating communal forces from mini-SAARC region

(5)- The USA need not bother about the workability of the combined armed forces of the mini-SAARC region because the armed forces of India, Pakistan and Bangladesh were already functioning under one command of the Britishers before India’s partition in 1947. Moreover the USA had been militarily in Afghanistan post 9/11 for about 20 years hence given patience the armed forces of Afghanistan will also come with the armed forces of the remaining mini-SAARC. This combined armed forces of India, Pakistan, Bangladesh and Afghanistan under US-command will go a long way in realizing the “Federation of Secular Democratic mini-SAARC”, which the USA should support.

Therefore it is hoped that the Asian Indians in the USA will take the lead in mobilizing (as per the laws of the USA) the members of the US-Congress (through others too like think tanks, media, political commentators etc) to move a Bill in the Congress (which will be an improved version of said Islamophobia bill) with the provision of use of military of the mini-SAARC (under US-command ) for eliminating communal poison from the mini-SAARC region (of India, Bangladesh, Pakistan and Afghanistan with a population of about 1.9 billion people) which will go a long way in ensuring the victory of ‘liberal Western democracy’ against ‘authoritarian Chinese democracy’ during on-going Cold War – II (hence this proposed bill is bound to get whole-hearted support of Biden-Harris administration too).
