US President Biden said in his ‘State of the Union address – ‘Let me be clear, our forces are not engaged and will not engage in conflict with Russian forces in Ukraine’. The US-boots on ground (which would have roped-in major countries of Europe too, if not NATO) is the only effective remedy and nobody was expecting the USA alone to put its boots in Ukraine against Russia. Rather the USA (as a leader of the free world) should have lead the “Peace Keeping Force” (PKF) of the ‘coalition of the Willing’ (as USA often does) in Ukraine but the USA preferred to disregard the human rights of the people of Ukraine as it did last year in Afghanistan where after remaining there for 20 years the USA has left the human rights of the Afghans at the mercy of medieval Taliban. About Ukraine, the USA conveniently forgot that most of the 193 member countries of the UN are so small that they can’t defend their independence, sovereignty and territorial integrity without help & support from the UN launched by the USA on its soil after World War-II.
To be fair to the USA, rest of the world should realize that since World War II (notwithstanding some mistakes and lack of integrity by the USA towards principles enshrined in UN Charter), the USA has been able to manage the global political order (based on rule of international law) more or less satisfactorily where national boundaries were not allowed to be changed by military force. But presently the USA (due to domestic pressure which matters in democracy) is not in a position to provide leadership to the free world mainly due to betrayal of Americanism. Presently the USA has an aversion to mobility (out of traditional isolationism) and racial prejudices inherited from its colonial master the Britishers which are coming in the way of the USA in discharging its responsibility as the leader of the free world.
Therefore especially the Hindu & East of Iran Muslim world (of Central, South and East Asia which has been left far behind in economic progress and can easily be brought under a fair & workable political order) should give-up the leadership of the USA and instead should accept the leadership of Russia (supported by China). This will create (to start with) for about two billion people one political, economic and military block of Russian Christians, Muslim and Hindus (including Sikhs, Buddhists and Jains as per Article 25 of the Indian Constitution) the RCMH. In this endeavor the Russian Orthodox Church (ROC) will have to play a crucial role as given below:-
(1)- First and foremost, RCMH will have to redefine secularism and democracy (different from what the West led by the USA defines) as given below:-
(i)- What to talk of Muslim countries of the RCMH even constitutionally (de-jure) secular country India could not practice de-facto secularism ( as is evident from what India has done to Indian Muslims of Kashmir and to other Muslims especially about Babri-masjid matter and related communal riots including massacre of thousands of innocent Muslims in 2002 in Gujarat). In other words religion can be kept away and separate from the State (as professed by the West) but religion will have to be given a fair chance to (if it wants so) be relevant in the temporal life of its adherents (because then religion can easily become the custodian of the values of the society). For example Hindus are complaining that the government is unnecessarily interfering in the major religious institutions / pilgrim centers of Hindus and instead they should be left free to use their immense funds to provide health-care, education, culture etc to its adherents. But it will be suicidal for the RCMH to leave the field so secured for present Islam & Hinduism. Instead there should be healthy competition between religions where people can freely convert to other religions peacefully and out of free choice. This is precisely here the role of the ROC comes which will provide the people (adherents of Islam and Hinduism) in RCHM a religious alternative (similarly for the people of Russia who will also get religious alternative in RCMH).
(ii)- As far as democracy is concerned China is right when it says that the Western model of democracy has failed to bring satisfactory economic progress in the developing world hence ‘Chinese democracy’ should be adopted by developing countries. For example, if India wants to retain its present form of democracy (with universal adult franchise) then it is OK but if India (in the interest of rapid economic progress) wants to adopt readymade model of ‘Chinese democracy’ by replacing ‘Chinese Communist Party’ with the RSS (which in any way is already running the country through PM Modi led BJP) then the RCMH should not mind it.
(2)- Russia should know that bringing of RCMH under one political arrangement (as an alternative to UN) is not as difficult as it seems if Russia makes RCMH human rights friendly generally on the pattern of ICCPR of the UN and if Russia succeeds in doing the following :-
(i)- There should be no veto power to any member of RCMH and every member country should have voting rights commensurate with its contribution of men (especially martial), money and material (especially martial) and its record of human rights.
(ii)-The people even in Muslim & Hindu world of the RCMH want human rights (generally as per ICCPR of UN) to be enforced in their countries, as is evident from the example of Afghanistan too. But the vested interests of the medieval mindset don’t allow it on ground. Hence without empowering the progressive people on ground through enforceable human rights by ‘Mandatory Protocol’ MP-1 (instead of meaningless & toothless ‘Optional Protocol’ OP-1 of the UN) even by military intervention of RCMH (through the mechanism of RCMH – Human Rights commission and National & State Human Rights Commission of the member countries of the RCMH), the political order of RCMH will neither succeed nor will have any meaning.
(iii)- The RCMH should work for ‘dual citizenship’ to about 160 million Hindus. Sikhs and Muslims (and their descendants) who were forcibly displaced from their motherland during partition (from India, Pakistan and Bangladesh) which has not only communalized the Indian subcontinent, thoroughly (which is the biggest hurdle in the path of progress of Indian subcontinent) but has also made partition of India illegal because there was no provision of population transfer in ‘Indian Independence Act 1947’. Moreover the RCMH should declare that it shall intervene militarily if necessary in case India, Pakistan and Bangladesh fail to provide proper law & order to these Hindus, Muslims and Sikhs who would go there with ‘dual citizenship’.
(iv)- The RCMH should ensure plebiscites in united J&K (mandated by IoA of J&K to India) and in Balochistan (who’s IoA was taken by Pakistan by military pressure despite contrary resolution by its Parliament / Jirga).
(v)- Unlike Indo-Pak dispute (which is political, on united-J&K), the Indo-China dispute is legal hence the RCMH should ensure that the Indo-China border dispute is resolved through a ‘Judicial Commission’ (in which members nominated by India, China and Russia can be there) by keeping human rights of the Tibetans in view.
(vi)- The RCMH should declare that it shall launch common currency for the RCMH member countries with proper asset back-up of the currency (which nowadays has become very easy by even back-up of precious metals due to most of the banking possible on-line). The central bank of this currency shall be at Moscow / Russia and its adequate number of branches shall be in every member country of the RCMH. Russia should know that in addition to a single political order without common currency, a viable RCMH is impossible.
(3)- Once about 750 million Muslims of RCMH get modernized, the remaining Muslims will follow the suit and will be grateful to Russia which will increase the influence of Russia immensely in the entire Muslim world
It is hoped the ‘Russian Orthodox Church’ will ensure that Russia (and its Putin-government with the support of China) endeavors to bring the RCMH region under one political order in the interest of bringing peace, prosperity and justice to the RCMH region which in turn will be good for the entire mankind.
