After end of cold war between West led by the USA v/s USSR (which resulted war between them in Afghanistan in which Pakistan helped the West in developing militant Jihadis against USSR) these militant Jihadis from Afghanistan were sent to Kashmir by Pakistan which resulted in terrorist activities for more than two decades in which not only about one hundred thousand people were reportedly killed but hundreds of thousands of Kashmiri Pandits were expelled from Kashmir by terrorists. Hence the importance of the current Afghanistan problem for India can also be gauged from the simple fact that despite being an economically humble country India spent about $ 3 billion in Afghanistan post 9/11 when the forces of the USA, NATO and its other allies were there in Afghanistan. Now when these forces of the USA etc are leaving Afghanistan, India does not know what to do including about its $ 3 billion so-called aid program.

No doubt the competence of Indian leadership including of its security establishment have been found wanting because they could not formulate alternate policy & strategy in view of US withdrawal from Afghanistan and now a situation has arisen where China has thrown its weight behind Taliban as reported at ( https://www.newsweek.com/china-hosts-meeting-taliban-calls-them-important-peace-us-leaves-afghanistan-1613908 ) when

Chinese Foreign Minister Wang Yi welcomed nine Taliban representatives—including the group’s co-founder Mullah Abdul Ghani Baradar—on their two-day trip, during which they discussed the Taliban’s role in ending Afghanistan’s war and other security issues.

In addition to such a grim situation India is always sought to be frightened that China can trouble India from Ladakh (where China is not going back from Depsang etc which it intruded in 2020) to North-East up to Arunachal Pradesh (which China claims as its own) also due to chicken neck near Doklam (where stand-off took place in near past). Add to this the Pakistan factor where Pakistan will join hands with China in militarily snatching remaining J&K from India. In such a daunting situation India can come out of this crisis only if it works first & primarily for ‘Independent-secular-democratic-Tibet’ (ISDT) as given below:-

(1)- India should stop the soft approach and should also stop playing a double game with China. The ‘Central Tibet Administration’ (CTA) is on Indian soil at Dharmshala in the State of Himachal Pradesh of India and the CTA says that – “[China does not only claim that Tibet has ‘always’ been a ‘part of the motherland’ (China), but the Chinese also claim that they have brought progress to Tibet and that the Tibetan people are ‘happy’ under their rule. History bears witness to the fact that there is no basis for the Chinese’ claim of Tibet being a ‘part of China’. It is true that Tibet came under the influence of the Mongols, who also ruled in China. At the same time, the Manchus, who were the last imperial rulers of China, also interfered in Tibetan affairs. But never before 1949 had the Chinese ever exercised any control over Tibet. The Tibetan people have repeatedly demanded such a plebiscite. Can China accept this option? They should have no hesitation if there is any substance to their claims]” as mentioned at

(2)- This means when the CTA from Indian soil says that China has annexed Tibet illegally then India should come out openly and say that -”[Because China has annexed Tibet by force in 1949 hence India shall work for achieving ISDT and for persuading ISDT to become another member of “Federation of secular democratic SAARC”]” . This will solve all the border problems of India with China because with ISDT, there will be no border of India with China rather there will be border of ISDT with China and later on of FSD-SAARC with China.

(3)- On Afghan front, India is naively expecting peace settlement between Taliban & Afghan government through democracy in Afghanistan (as said by MEA Jaishankar during Indo-US joint press-briefing on July 28 also). The Taliban has gained much military advantage on the ground in the last 10 months hence can’t be expected to lose it on the negotiating table by agreeing for Western democracy in which the Taliban can never win elections. As far as democracy in Afghanistan, the West led by the USA (even after staying in Afghanistan for more than a decade and half) could not ensure a government in Kabul through free & fair elections (where previous controversial election results were not announced for months and two Presidents Ghani & Abdullah took oath for office).

(4)- Now after talking to the Taliban, China has already started the process of installing ‘authoritarian Chinese democracy’ in Afghanistan by replacing ‘Chinese Communist Party’ with Afghan Islamic Clergy’ supported by the Taliban. Hence India should demand the following in order to address the problems about China, Afghanistan and Pakistan:-

(i)- In addition to ‘UN Investigation Commission’ about Coronavirus, the ‘UN Judicial Commission’ for resolving Indo-China border dispute (along with Tibet issue) which China can’t refuse being permanent member of the UN (If China opposes it through veto etc then India should ask the USA to dissolve the UN and launch another world body in the interest of ‘liberal Western democracy’ against ‘authoritarian Chinese democracy’).

(ii)- Plebiscite in united J&K [as mandated not only by 1948 UN resolution but also by 1947 Instrument of Accession (IoA) of J&K to India by getting united J&K free from outsiders] and plebiscite in Balochistan too (who’s IoA was taken in 1948 by Pakistan under military pressure despite contrary resolution by Parliament / Jirga of Balochistan). India should tell the UNSC that if the process of these plebiscites are not started within a period of (say) three months then India reserves the right (as per UN laws) to safeguard its security interests and will enter militarily in Afghanistan through Indian territory of United J&K (including PoK and Gilgit-Baltistan).

(iii)- India should invite Balochs to establish their Government in exile in India (in case the UNSC does not initiate said plebiscite in Balochistan) and then India can enter Afghanistan militarily through Balochistan too.

(iv)- ‘Dual citizenship’ for forcefully displaced during partition from India, Pakistan and Bangladesh (India should tell the UNSC that there was no provision of population transfer in ‘Indian Independence Act 1947’ and India has been a member of the UN since 1945 even before its independence in 1947).

(5)- India should ask Afghan government to adopt secularism before providing military help (including boots on ground) to Afghan government against the Taliban as mentioned at https://www.pakistanchristianpost.com/opinion-details/3854 or

India should warn Taliban of military help to SECULAR Afghan Govt, if Doha & other peace talks fail

(6)- But India can’t achieve anything mentioned above if it remains soft towards the USA. Hence India should stop dealing merely with ‘Americans’ and instead immediately start relying on ‘Americanism’ by rule-of-law (international, through US-sponsored UN) in order to solve all of its said problems as mentioned at https://www.pakistanchristianpost.com/opinion-details/3853

(7)- India should summon the CTA and tell it in no uncertain term that EITHER the CTA declares (i)- Independence of Secular democratic Tibet from China and (ii)- The office of the government in exile of ISDT, in India (may be still at Dharamshala) OR leave India along with all the Tibetans in India.

(8)- India should also tell the CTA that it should work for getting another law passed by US-Congress for the independence of Tibet (the ISDT) because the ‘Tibet Policy and Support Act 2020’ of the USA is not enough as it deals merely with the appointment of next Dalai Lama by Tibetan people and other meaningless matters for any secular State.

It is hoped that instead of relying OVERLY on the USA, India will gird-up itself for solving its problems with China and Pakistan and in Afghanistan once and for all by (i)- Talking to ‘Central Tibet Administration’ (already on Indian soil) and then declaring officially that India supports the independence of Tibet and then moving the UN for Judicial Commission for resolving Indo-China border dispute (along with Tibet issue) (ii)- Working for plebiscite in united – J&K and Balochistan and also for dual citizenship for forcefully displaced during partition from India, Pakistan and Bangladesh which will hopefully lead to extended SAARC (including ISDT).
