Secular democracy is the result of the long struggle of Europeans who offered a lot of lives, blood and properties during long religious wars in 16th and 17th centuries and then only they could free their mind from two authorities (by bringing armed forces under their representatives, the civilian authority, in democracy and by achieving separation of religion / Church from State). This free mind is necessary for modern science & technology which has flourished in the last about 500 years in Europe and European origin countries (like the USA) and which has brought unprecedented prosperity and even peace all across the world. No authoritarian regime / power can overpower the liberal democratic world hence India should also stick to secular democracy. But there is one serious problem with civilian supremacy in democracy. Normally the children or family members of the civilian leaders in democracy are not in the military of their country hence they don’t mind plunging the country in unnecessary & unprepared wars. Even when these civilian leaders can easily make the country strong (so that the enemies of the country do not dare to take on the military of their country), they don’t do it. India is precisely such a case.
The success of largest democracy India is sine-qua-non for the success of ‘Liberal Western democracy’ in the on-going ‘Cold War II’ against ‘Authoritarian Chinese Democracy’. But presently India is in acute gloom because of its economic decline (exposed even before Corona pandemic which has exacerbated after Corona with attended huge unemployment), the second wave of Corona has devastated India and has exposed its lack of health-care & other infrastructures, China is not vacating Depsang etc which it intruded in 2020, two third of India which is fully or partly dependent on farm income is agitating for livelihood, the Hindutva ideology / two nation theory (practiced first by Congress mildly since pre-partition days and now by BJP / Hindutva forces, crudely & brazenly) is taking India nowhere etc. etc. All these can be reversed for good if democratic India ushers into ‘Federal, Socialist, Hindi-Rashtra’ which will ultimately lead to Greater-India (from Myanmar to Afghanistan), as mentioned below:-
(1)- For federalism only martial subjects (military, foreign affairs, currency, communication, national transport and human rights) should be with the Union whereas all the civil subjects including natural resources should be with the States (even there should be National Railways and State Railways). It should be understood that Pakistan came into existence because Congress was not prepared to consider the demand of Muslim League for federalism in pre-partition India.
(2)- Socialism is nothing but joint-capitalism where State-capital is also deployed profitably for the welfare of the people. (3)- Two third of India is fully or partly dependent on farm income and farmers were committing suicide in hundreds of thousand due to non-remunerative prices of farm produce hence presently they are agitating for mainly the ‘Legally Enforceable Minimum Support Price’ (LEMSP) of presently 23 items (which farmers are demanding to increase to about 40 items including for fruits, vegetable, dairy products etc). Huge State-capital will be required by GoI to build infrastructure (like outlets, mandis, godowns, cold storages, transport facilities etc) for procuring most of these 40 items because despite laws for MSP the private players will not purchase these items at MSP (as despite ‘Minimum Wages Act’ the private contractors pay less than minimum wage and get signatures on minimum wage of the poor laborers). Same will be the fate of poor farmers also (because average land holding in India is merely less than 2 Hectares which has also denied the benefit of labor laws to farm laborers, poorest of the poor).
Hence with this huge State-capital of Rs about 1,000 Trillion the GoI should :-
(i)- Solve the problem of livelihood of the overwhelming majority of India through LEMSP and the said ‘Comprehensive Public Distribution System’ (CPDS) (ii)- For financing ‘Modified Employees State Insurance’ (MESI, having adequate network of dispensaries, hospitals etc all across India) in which contributions will be given by all employees (in organized & unorganized sectors of entire India who are not covered by any other medical insurance) and their employers and government and will be managed by the representatives of employees, employers and government. How much this MESI is the need of the hour has been highlighted sufficiently during the Corona pandemic, especially during its second wave (iii)- For constructing residential and commercial buildings (in such residential areas) all over India which will be given on rent to be decided by ‘Statutory Rent Commission’. This will not only solve the problem of housing due to increased mobility in the growing service economy but will also go a long way in urgently solving the problem of unemployment in India.
(4)- As far as Hindi Rashtra, people should know that all the economically developed countries work in their native languages (USA, China, Russia, UK, Germany, France, Japan, etc). Hindi and its variants (Punjabi, Gujrati, Marathi, Bengali etc) are spoken / understood by two thirds of India. Even Urdu (being already used in Pakistan and now even Afghanistan is trying to use it) uses the syntax of Hindi. Hence unless India works in its native language Hindi in Devanagari script as its working language it can’t progress. The South Indian States (which also use Sanskrit in Devanagari script in their main religion, Hinduism) can be left free to decide which language they want to work with. Only one district in any Hindi speaking State should be kept where Hindi will be used within a year or two in all the fields (including science-technology, allopathic medicine etc) and then rest of that State and rest of India (except maybe South) can start working in Hindi within a period of 4-5 years and even less.
But no political party is doing it for the simple reason that civilian leaders are not bothered about acquiring power (economic & military) for the country because their children and family members are not required to give their lives & blood due to the weak military infrastructure of the country. But what is surprising is that even the family of warriors are also not worried about this situation. Warriors join the military of India to protect the sovereignty and territorial integrity of India and in this process are prepared to give their blood & lives. These warriors also acquire martyrdom (‘Veer-gati’) out of a sense of duty and their family also feel proud to offer the highest sacrifice of their loved ones in the most noble service of India. But the civilian Indians think that giving of gallantry awards or loudly eulogizing the martyrdom of the warriors are enough for the family of the martyred warriors even when such families can clearly see that the GoI didn’t do enough (even when it could easily do) to:-
(A)- Either avoid the war which could / can be avoided easily as is the case:-
(i)- With China where Indo-China border dispute (which is legal unlike dispute with Pakistan, which is political ) can easily be resolved by referring it to the ‘UN Judicial Commission’ which India should insist that China can’t refuse being a permanent member of the UN.
(ii)- With Pakistan by mobilizing UN for the plebiscite in united J&K [as mandated not only by UN resolution but also by Instrument of Accession (IoA) of J&K to India by getting united J&K free from outsiders] and plebiscite in Balochistan (who’s IoA was taken by Pakistan under military pressure despite contrary resolution by Parliament / Jirga of Balochistan). Moreover by working for ‘dual-citizenship’ for about 80 million (about 20 % of present population of Pakistan and Bangladesh) forcibly displaced and descendants of such forcibly displaced Hindus / Sikhs (people should know that there was no provision of population transfer in ‘Indian Independence Act 1947’). And to further ensure (under military pressure) proper law & order in present Pakistan & Bangladesh for these Hindus (Punjabis, Bengalis and Sindhis) who will go over there (after dual-citizenship) in their motherland as their citizens either for living over there or for touring or for doing business over there or for purchasing properties over there. [The UN is responsible for reversing this illegal population transfer and for plebiscite in J&K and Balochistan because India was a member of the UN since 1945 and this illegal population transfer took place during partition of India in and after 1947. This illegal forced population transfer has communalized the Indian subcontinent which was the main cause of many military conflicts in this region in the past and will be for many more in future if not reversed, as mentioned].
(B)- Or to make India militarily strong through economic progress but the GoI did not do it / is not doing it. India can increase its economic and military power immensely by recovery of said Rs 1,000 trillion State-capital / Income tax but the civilian leadership of India is not doing it. What is worse, the civilian Indians (so-called real sovereigns of India including people’s representatives, politicians, academicians, social activists, political commentators, journalists etc) are also not constraining the GoI to recover this huge State-capital.
In such a dismal situation there is only one hope. The military Veterans should launch a political party patronized by them which (a)- will constrain the GoI to solve the disputes with China & Pakistan as mentioned above (b)- will constrain the GoI to recover said huge State-capital of Rs about 1,000 Trillion Income tax so that Indian economy and its military infrastructure can be strengthened & improved (c )- will work for modifying the Indian Constitution (not exactly but as somewhat in Russia) where the President will take care of martial matters and Prime Minister will look after the civilian matters of the Union government.
There is a saying in my native State of Rajasthan that ‘oont ki gardan lambi he per katne ke liye nahi” (the neck of a camel is long that doesn’t mean it is for getting chopped down). Most of the serving members in Indian military are the Children of military Veterans and their extended families. Therefore the military Veterans should realize their responsibilities towards other members of the families of the ‘warriors-in-service’ and should immediately start a political party so that their children and the children of their relatives and friends do not have to adopt ‘martyrdom’ (Veer-gati) unnecessarily due to dereliction of the irresponsible & corrupt civilian.
