(A)- Though Putin based his national address on three grounds “[(i)- Entire USSR region (including entire Ukraine) is the legitimate territory of Russia (from the days of Russian empire) and due to wrong policies of Lenin, Stalin, Communist party etc the former USSR members (Ukraine etc) have deluded themselves to be a sovereign independent country. Hence Russia has every legal right (as per international law) to assimilate all former USSR member countries in the Russian empire (ii)- The economic, social, cultural harassment and persecution of the people of Ukraine by incumbent anti-Russia regime makes a fit case for Russia to take-over not merely Donbass region but even entire Ukraine and (iii)- The activities of the USA & NATO by using the territory of Ukraine (causing an existential threat to Russia.) justifies Russia to assimilate Donbass and even entire Ukraine back into the Russian empire]”.
(B)- The main argument of Putin is about CITIZENSHIP where Putin justified his decision to recognize the independence of Luhansk and Donetsk by saying that – “[In September 1989, at the plenum of the Central Committee of the CPSU, an essentially fatal document was adopted – the so-called national policy of the party in modern conditions. It contained the following provisions, “The Union Republics (like Ukraine etc) have all the rights corresponding to their status as sovereign socialist states” and “The highest representative authorities of the union republics may protest and suspend the decisions and orders of the union government on their territory” and finally: “Each union republic has its own citizenship, which applies to all its inhabitants.” – Was it not obvious what such formulations and decisions would lead to? Now is not the time, not the place to go into questions of state or constitutional law, to define the very concept of citizenship?]”.
( C)- Whatever China may say for public consumption but Putin couldn’t have made such audacious statements & assertions in this Feb 21 address, if not backed-up & supported by China, which is already engaged with the West led by the USA in Cold War – II.
Hence leader of free world the USA will emerge victorious from this global crisis only when Prez Biden does the following:-
(1)- First and foremost, the USA (like the 9/11 moment) will have to again say that ‘either you are with us or against us’ but it is possible only when the USA clubs hot war (WW-III) with cold war-II between ‘liberal Western democracy’ and ‘authoritarian Chinese democracy’.
(2)- The arraying of West led by the USA against Russian & Chinese worlds are clear hence side-taking of Muslim and Hindu worlds will be crucial in this global war. The USA can win this hot & cold global war only when it ropes-in mini-SARC of about 1.9 billion people (of India, Bangladesh, Pakistan. And also Afghanistan which is by default part of mini-SAARC because it doesn’t recognize the Durand line) on its side. Once mini-SAARC (with two nuclear countries India & Pakistan) with about 700 billion Muslims is roped-in by the USA on its side then the roping-in of remaining (especially un-cooperative) Muslim world will be very easy for the USA.
(3)- The USA can easily do it by first taking secular democratic India of about 1.4 billion people on its side. For this to happen, Biden / Blinken should immediately mobilize US – embassies & consulates to ensure seminars etc in united -India for educating people about importance of winning Cold War-II for victory in hot war (WW-III). These seminars are important because merely relying, on the governments and politicians (ruling and in opposition) of India, Bangladesh and Pakistan, will not bring the desired result because these politicians have always neglected the aspirations of the majority of their people, who want rule-of-law (national and international) through secular democracy (not merely de-jure but de-facto) for peace, prosperity and justice in their countries.
(4)- Bringing the entire region of ‘Federal Secular Democratic mini-SAARC’ (FSD-mini-SAARC) under one political authority has become very easy due to CITIZENSHIP theory propounded by Putin (in his Feb 21 address) which is a blessing in disguise for the USA. Because FSD-mini-SAARC (which is not ‘Hindu Rashtra’ as communal Hindutva forces say but ‘Hindi-Rashtra’) can easily be realized as explained below.
(5)- Every economically developed country works in its native language (hence they are economically developed) therefore the FSD-mini-SAARC will also work in all fields (science, technology , allopathic medicines etc) in Hindi with Devanagari script (ultimately) except in South India (which also uses Sanskrit, the mother of Hindi, with Devanagari script in religion, the Hinduism) which will be free to decide this matter. Punjabi, Gujarati, Marathi, Bengali etc are Hindi variant languages and even Urdu uses the syntax / grammar of Hindi. Hence this one policy (recommended by Putin through CITIZENSHIP as mentioned above and should be supported by the USA, if based on language) will not only make the entire FSD-mimi-SAARC emotionally integrated one country of about 1.9 billion people (of largest consumer market in the world) but will also have support of the economically humble population (of the entire mini-SAARC region) which is in overwhelming majority and which is losing its economic battle against those who work in English.
(6)- The USA should demand ‘dual citizenship’ to about 160 million Hindus. Sikhs and Muslims (and their descendants) who were forcibly displaced from their motherland during partition [from India, Pakistan and Bangladesh when united India was a member of the UN (on the soil of the USA) even before India’s so-called independence]. This not only communalized the Indian subcontinent, thoroughly but has also made partition of India illegal because there was no provision of population transfer in ‘Indian Independence Act 1947’. Moreover the USA should declare that it will ensure (militarily if necessary) if India, Pakistan and Bangladesh fail to provide proper law & order to these Hindus, Muslims and Sikhs who would go there with ‘dual citizenship’ (which should be the main topic of discussion in said seminars in united-India).
(7)- The USA should also demand plebiscites in united J&K (mandated by IoA of J&K to India) and in Balochistan (who’s IoA was taken by Pakistan by military pressure despite contrary resolution by its Parliament / Jirga). After these plebiscites, united – J&K and Balochistan can either go to India or to Pakistan or can become independent members of FSD-mini-SAARC.
(8)- Because India’s dispute with China (unlike Indo-Pak dispute, which is political, on united-J&K), the Indo-China dispute is legal hence (instead of relying on meaningless QUAD etc) the USA should ensure that India moves the UN to resolve the Indo-China border dispute through ‘UN Judicial Commission’ by keeping human rights (as per ICCPR of the UN) of the Tibetans in view (which China can’t refuse being a permanent member of UN). This will take the wind out of the sails of China in this hot & cold global war,
The lives & blood of US-military are not cheap hence it is hoped that Prez Biden will pick-up the gauntlet thrown down by Prez Putin with seriousness, firmness and holistic approach by clubbing Cold War II with hot war (World War III) because then only the US-boots on ground in Ukraine and in other theaters of war (across the world during this crisis) will be justified.
