God only knows when will the USA understand that China has huge advantage in Cold War II of ‘liberal Western democracy’ against ‘authoritarian Chinese democracy’ for the simple reason that authoritarian political model has been practiced for thousands of years across the world hence China is not required to help / educate its allies in establishing authoritarian regimes in their countries. But liberal secular democracy is a new political model especially for the developing world in Asia too, hence its people are unable to practice it in a way which will bring economic development in these Asian countries. To make matters worse for these Asian developing countries, the Chinese economy has progressed immensely under an authoritarian model hence the Chinese model has become attractive to these much less developed countries including for India.
As if it was not enough, about two third of India is fully or partly dependent on farm income and farmers were committing suicide in hundreds of thousand due to non-remunerative prices of farm produce hence the Government of India (GoI) brought 3 farm laws to solve the problems of farm-sector which were supported by Biden Administration too as reported at https://www.financialexpress.com/india-news/farm-reforms-biden-administration-backs-modi-govt-us-state-dept-says-peaceful-protests-hallmark-of-democracy/2187680/ . But now PM Modi on November, 19 (through his address to the nation) apologized to the nation for bringing these 3 farm laws and promised to withdraw these laws under the pressure of few (as per PM Modi) people which is against the basic principle of democracy especially when these laws are beneficial for the majority of farmers (as per PM Modi). Hence Prez Biden should immediately take cognizance of this entire matter as mentioned below :-
(1)- The pressure of few people mentioned by Modi in this Friday address to the nation is about the farmers mainly from Punjab, Haryana and Western U.P. who are agitating for their livelihood including by Dharnas (sit-ins) at Delhi borders since November end 2020. These agitating farmers are demanding repeal of 3 controversial farm laws (legislated in 2020) and for ‘Legally Enforceable Minimum Support Price’ (LEMSP) of presently 23 items which farmers are demanding to increase to about 40 items including for fruits, vegetable, dairy products etc.
(2)- I have consistently said through many articles (one such https://chauthiduniya.com/despite-direct-support-of-two-third-india-knocking-at-doors-of-unwilling-politicians-raising-questions-about-leaders-of-agitating-farmers/ ) that neither these farm laws nor remedy demanded by the leaders of the farmers (SKM) will solve their problems because despite laws for MSP the private players will not purchase these items at MSP as despite ‘Minimum Wages Act’ the private contractors pay less than minimum wage and get signatures on minimum wage of the poor laborers. Same will be the fate of poor farmers also (because average land holding in India is less than 2 Hectares which has also denied the benefit of labor laws to farm laborers, poorest of the poor).
(3)- The farmers know that it is not that easy for the government to accept the LEMSP because huge State-capital will be required by Government India to build infrastructure (like outlets, mandis, godowns, cold storages, transport facilities etc) for procuring and distributing these 40 LEMSP items. Though this huge-State capital can easily be mobilized by recovering about Rs. 1,000 Trillion income tax (about 45 % of over 2,200 Lakh crore and increasing) from about one million politically powerful fake farmers (as mentioned at http://www.newsnation.in/article/121125-news-nation-disclosure-on-blackmoney-kharabpati-farmers-take-agriculture-route-t.html and https://timesofindia.indiatimes.com/business/india-business/Prominent-people-hiding-taxable-income-Jaitley/articleshow/51408323.cms ) but even farmers are not demanding this recovery of huge -State capital for the reasons best known to them only.
(4)- Having said the above, if the Modi Govt wants to solve the problems of the farmers through these controversial 3 farm laws then it is entitled to do it especially when these 3 laws are beneficial for the majority of farmers (as per PM Modi). If the laws beneficial to the majority of concerned people are repealed by the government under pressure from some, then it will be impossible for the government to carry the democracy forward in the interest of the people. But it is not that simple. The Modi government is not rolling back these farm laws under the pressure of ANY FEW but due to the threat of Khalistanis.
(5)- Normally, the “Sikhs v/s India” bogey could have been construed as a mischievous propaganda by Hindutva-forces which is being bandied around through media etc for electoral benefits in coming Vidhan Sabha 2022 elections in 5 States ( https://www.youtube.com/watch?v=rktaZ_QSnvA and https://www.youtube.com/watch?v=Uvawp3BRSlQ) by invoking the threat of Khalistan (with Pakistan-support) as a reason for this roll-back (out of so-called concerns for national security). But when Akal Takht Chief Gyani Harpreet Singh also says that some elements tried to turn the protest into a ‘Sikh vs Hindu fight’ hence thanks Modi for repealing farms laws and ‘saving Sikhs’ (https://www.opindia.com/2021/11/akal-takht-jathedar-thanks-pm-modi-repeal-farms-laws-sikh-vs-hindu-fight/ ) – then it is time Prez Biden takes the urgent cognizance of the matter.
(6)- Prez Biden is under legal & moral obligation to address this Khalistan issue for four reasons :-
(i)- The USA has roped-in India as an ally to contain illegitimate advances of China through QUAD etc. Hence the USA is under obligation to ensure that no impediment comes in the way of India in solving its economic problems due to external threat [as it has come in the present case when Modi govt is repealing farm laws under threat from Khalistanis (who are operating from the soil of the USA) supported by Pakistan].
(ii)- No other country knows better than the USA that territory is a martial matter and not a civil matter. That is the reason Prez Lincoln didn’t allow the South to secede from the USA and used military power of the USA to protect the territorial integrity of the USA. It goes without saying that had any European country supported the South in the 1861 civil war, it would have made impossible for Prez Lincoln to protect the territorial integrity of the USA. Hence the USA should make it clear whether it wants disintegration of India through Khalistan and that is why it is allowing Khalistanis to operate from the soil of the USA.
(iii)- The USA is the sponsor of the UN and whatever communal poison has spread in the Indian subcontinent, it was during partition of India when India was a member of the UN. Hence the USA is under obligation to rid the Indian sub-continent of communal poison by urgent appropriate measures including by way of dual citizenship to about 160 million Hindus, Sikhs and Muslims and also by plebiscites in J&K and Balochistan, preferably by ensuring legislation by the US Congress as mentioned at https://chauthiduniya.com/as-a-support-to-bill-by-ilhan-about-islamophobia-asian-indian-americans-should-work-for-similar-improved-bill-for-mini-saarc/
(iv)- The USA is the leader of ‘liberal Western democracy’ which only secular India of about 1.4 billion people is practicing in Asia and if this political model fails in India then (the USA should make no mistake about it) that it will not leave even the USA, unscathed.
It is hoped, the President Biden (in the interest of the the victory of ‘liberal Western democracy’ against ‘authoritarian Chinese democracy’ during on-going Cold War II) will not take the threatened demise of democracy in secular India with the same negligence as he has taken it in Afghanistan rather will endeavor to go down in history as a game changer for the peace, prosperity and justice of the billions and billions of the people of the developing world starting from the mini-SAARC region.
